[LMNA] RESIDENCE PASSES

>From time to time, the UVa Athletics Department sponsors events that pose public safety hazards. With respect to these, it is entirely appropriate for the Department to consult with and be advised by the appropriate authorities.
As the sole (or primary) sponsor of football games, the Department is solely (or primarily) responsible for the implementation of any policy designed to protect the community on the occasion of such games. To the best of my knowledge, the Department has no authority to thrust its responsibility upon individuals residing in the Lewis Mountain neighborhood. Hence I am unable to recognize the validity of the new policy requiring individuals "to apply for a residence pass." Passes should be distributed door to door by the Department, as in the past.
I note that the "Residence Pass Application" requires a "Reason for Requesting Residence Pass(es)."
Frankly, I am astounded that the Athletic Department has come to believe it has the right to receive, evaluate, approve, or disapprove the plans of citizens for lawful weekend activities.
On a personal note, may I add that my wife and I are elderly. At this point, time is short. We have none to run errands for the Athletic Department! Further, we have both turned in our driver's licenses to the DMV and are not able to pick up passes at U-Hall. We employ an occasional driver, whose schedule cannot be predicted beyond 7 days.
I am happy to cooperate with any reasonable plan to promote public safety, but I cannot assist with the distribution of passes, nor am I willing to submit personal plans for the approval of the Athletic Department.
The courtesy of your prompt cancellation of the new policy will be gratefully received.
